金坛市引进高层次人才优惠政策
近年来金坛市先后出台了《金坛市引进高层次人才规定》、《金坛市引进海外留学人员若干规定》、《金坛市人才引进开发专项资金管理使用暂行办法》等一系列政策文件，决心将我市建设成人才高地。这些优惠政策如下：
In recent years Jintan has issued a series of policies such as "Stipulations of Introduction of High-level Personnel in Jintan" “Stipulations of Introduction of Overseas Students in Jintan", "Special Funds Management Measures for Introduction and Development of Talents". We determine to build the city into a high land for talents. These preferential policies are as follows:
1.对新引进的江苏省高层次创业创新人才一次性给予每人（团队）不低于100万元的创业创新资金资助，对已获市、县（市、区）资助的创业创新人才，其创业创新成效显著的，可择优给予持续资助; 1. As for the introduced provincial innovative talents of high-level, we will offer each of them (or team) entrepreneurship or innovation funds not less than 1 million yuan at one-time; as for the talents who have been granted cities and counties (cities, districts)-funded talent , for those who has remarkable results, we would offer funds successively.
2.对入选“江苏省科技创新团队”，符合“省高层次创新创业人才引进计划”所规定的人才条件，并经核定的团队成员每人给予100万元的一次性个人补贴。此外，对其中入选的A类“江苏省科技创新团队”，采取一次审定方式，连续三年再给予每年1000万元的科技项目经费资助；对入选的B类“江苏省科技创新团队”，连续三年给予每年500万元的科技项目经费资助。如属世界一流水平的重要杰出团队，将采取专题论证的方式，给予特别支持;
As for the teams that are selected as "Technology Team in Jiangsu Province", and can meet the requests of "Provincial High-level innovation and entrepreneurship Talents Plans", each member of the teams will be granted 1 million yuan personal allowance at one-time. In addition, as for the selected "Technology Innovation Teams in Jiangsu Province", that are classified as Class A, we will offer them 10 million project funding a year for three consecutive years; as for the selected "Technology Innovation Teams in Jiangsu Province, that are classified as Class B, we will offer them 5 million project funding a year for three consecutive years. In the case of important, outstanding, and first-level team, we will take special consideration and approval to offer them special funding and support.
3.对列入省“企业博士集聚计划”的创新创业博士给予每人不低于20万元的资助（免交个人所得税），其中省级财政给予每人15万元，地方财政给予不低于5万元的配套资助。所在企业2年内给予企业创新类博士不低于10万元的薪酬;
As for the doctors who are listed in the "Enterprise Dr. Gathering Plan", we will offer them not less than 200,000 yuan each (exempt from personal income tax). Among the grant, the provincial finance takes 150, 000 yuan, and the local finance takes not less than 50,000 yuan. The enterprises where the doctors work are supposed to pay the doctors annual income not less than 100,000 yuan.
4.对省“科技企业家培育工程”培育对象，优先支持培育对象申报各级各类科技和人才计划项目，培养期内，为不低于50%的培育对象累计提供100万元以上的科技或人才项目经费。优先支持培育对象所在企业申报省级以上高新技术企业、创新型企业;
For those talents who are the nurturing objects of “Provincial Technology Entrepreneur Nurturing Project" , we will give priority to support their declaration of various types of technology and personnel project at all levels. Over the training period, we will offer more than 1 million yuan science or talent project funds, for not less than 50% of nurturing objects. We will give priority to support enterprises where the objects work to declare provincial high-tech and innovative enterprises or even high level.
5.引进的常州市领军型创新创业人才可享受的政策:
The leading entrepreneurship or innovation talents in Changzhou City can enjoy the following preferential policies:
(1)创新人才可享受一次性50万元的奖励;

(2)为创新人才提供良好的工作条件，包括工作场所、必要的仪器设备、科研启动资金、工作助手等;

(5)优先推荐申报部、省重大科技项目，并对获得各级各类资助的创业企业给予相应的资金配套。对实施重大科技成果转化及产业化的项目，给予不低于400万元的科技成果转化资金;
(5) The founder can be given the priority of applying for department or provincial important and big scientific projects. For those projects that made major scientific and technological achievements transformation or industrialized, 4 million funds will be offered as the transformation funds of scientific and technological achievements.
(6)对创业人才创立的企业，给予不超过1000万元的融资担保;
(6) For the enterprise that the entrepreneurship talent set up, will be granted no more than 10 million yuan as financing guarantees;
(7)创业人才提供不少于100平方米创业场地和100平方米的住所，3年内免除场地租金;

(8)创业企业自登记注册次年起，3年内缴纳的企业所得税地方留成部分全部奖励给企业;

6.对引进的海外留学人员取得硕士或者博士学位并符合相关规定条件的，安家费和专项资助标准分别为8万元和10万元。柔性引进的海外人才在我市承担项目或课题研究任务，取得相应成果的，市政府给予2－5万元的奖励;
6. If the introduced overseas students have master or doctoral degrees, they can get the housing fee or special allowance of 80,000 yuan, and 100,000 yuan respectively. If the talents undertake some project research and have accomplishment, the municipal government will grant them 20,000-50,000 yuan as award.
7. 对获得金坛市高层次人才“健康服务绿卡”的各类高层次人才，除享受优质医疗服务外，市财政还根据人才不同类别每年给予800—1500元不等的医疗补贴，所在用人单位原则上按不低于1︰1的比例匹配。
7. As for the high-level talents with "Health Services Green Card", besides the excellent service, we will grant them medical subsidy of 800-1,500 yuan. The unit where the talent works shall distribute the subsidy at not less than the ratio of 1: 1.
8. 鼓励引进高层次人才。本市各类企业引进的高层次人才与用人单位签订5年以上工作合同的，可申请享受安家费和专项资助;如在本市购房的，资助款可一次性支付。资助标准如下：
We stick to encouraging the introduction of high-level personnel. In the case the talents signed a work contract of more than 5 years, they can apply for housing fee and special fund; if they buy houses in the city, the fund shall be paid at one time. Funding criteria are as follows:
（1）中国科学院院士和中国工程院院士，视其学科领域研究项目的实际情况，提供与之相适应的实验室和科研、项目、教学启动经费100-300万元；发给一次性安家费35万元；每年安排由本人支配的资料费等经费8万元；5年内每月发给专项资助5000元；提供应邀参加国际学术技术交流与合作等活动的差旅费。
If academician of Chinese academy of Science and Chinese Academy of Engineering is introduced, we will provide 1 to 3 million yuan as the fund for the lab, research, project, and teaching according to its major field and projects. We will also offer housing allowance of 350,000 yuan at one time; special fund of 5,000 yuan monthly will offer be offered for five years; and all the expenses for attending international academy technical communication and cooperation will be offered.
（2）国家级有突出贡献的中青年专家或国家级重点学科、重点实验室、工程中心、企业技术中心的学术技术带头人，发给一次性安家费20万元；5年内每月发给专项资助2000元。
For the Young and middle –aged experts or academic technical leaders in the national key fields, key labs, engineering centers, and leaders of enterprise technical centers , will be offered housing allowance of 200,000 yuan at one-time; and special funding 2,000 yuan per month will be offered for 5 years.
（3）享受国务院特殊津贴人员、博士生导师、在国内外某一学科（领域）的学术技术带头人或拥有国内外领先专利（发明）的人才，发给一次性安家费15万元；3年内每月发给专项资助1500元。
People who enjoy State special allowance, doctoral tutor, the leaders of a certain field both home or overseas or talents who owns leading domestic or international patents (inventions) will be offered housing allowance 150,000 at one-time and a monthly special assistance of 1,500 yuan will be offered for 3 years.
（4）省级有突出贡献的中青年专家，年龄在45周岁以下的博士研究生，年龄在50周岁以下的具有正高级专业技术职务任职资格的专业技术人才、经营管理人才或者在市重点企业管理岗位担任高级顾问的人员，发给一次性安家费8万元，3年内每月发给专项资助1200元。
The middle aged young experts with outstanding contribution of provincial level, doctors less than 45 years old and senior professional position qualifications professional and technical personnel, management personnel or senior management consultants in the key enterprises in the city under 50 years old, will be offered housing fund 80,000 at one-time, and special funding of 1200 yuan per month will be offered for 3 years.
（5）具有硕士研究生学历及学位，且年龄在40周岁以下具有副高级专业技术职务任职资格的专业技术人才或经营管理人才，发给一次性安家费3万元，3年内每月发给专项资助600元。
Professional and technical personnel or management personnel with master degree, and under 40 years old, with deputy senior professional and technical position qualifications will be offered housing fund 30,000 yuan at one-time, and special funding of 600 yuan per month will be offered for 3 years.
除以上优惠政策外，我市科技局将服务好当地企业，优先推荐创业企业申报国家、省各类科技计划项目，市级科技经费予以匹配支持。

1.对企业已经备案登记的研发项目所发生的研发费用，在企业所得税年度纳税申报时，可享受税法规定的研发费用加计扣除优惠政策;
As for the R&D costs that have been registered and occurred, in the annual corporate income tax declaration, the company can enjoy the preferential policy of R&D costs deduction.
2. 对企业实施的科技计划项目，经专家评审立项后可获得科技经费支持;
